Housing Crisis Response program


Purpose of grant: To support the Housing Crisis Response program

In response to unprecedented demand for homeless prevention and homelessness assistance services, Ramsey County is utilizing funding from the federal Homeless Prevention and Rapid Re-housing (HPRP) program and the state-funded Family Homeless Prevention and Assistance Program (FHPAP) to implement a Comprehensive Housing Crisis Response program.

The program will establish a central point of contact for families and individuals and provide easy access to a seamless homeless prevention and rapid re-housing system. The collaborative program includes Catholic Charities, the YWCA of St. Paul, South Metro Human Services, and other partners, who will deliver coordinated evidence-based strategies to 1) prevent people at risk of homelessness from becoming homeless; 2) rapidly re-house people experiencing homelessness, and 3) deliver services designed to promote housing stability.

As part of this comprehensive program Catholic Charities is operating the Housing Crisis Response program, a rapid re-housing approach that will re-house homeless individuals and families in safe, affordable housing as quickly as possible, and that will provide and/or coordinate any service supports necessary for people to maintain housing.

Catholic Charities is a $35 million organization serving 32,000 people annually through its 42 programs across the Twin Cities Metropolitan area. The Housing Crisis Response Program is an effective client-focused model that provides customized services based upon client need and choice.

Catholic Charities is requesting $102,000 to hire an additional Homeless Prevention Coordinator to screen families, determine eligibility for family prevention services and conduct needs assessments. This grant will assist Ramsey County in leveraging $2 million in federal stimulus funding.

The Homeless Prevention Coordinator will screen at least 750 families over a two-year grant period. As the central point of contact this staff person will also provide referrals to 675 people for homeless prevention services.
